Higgs Young Architects  were commissioned to design 220 new flats and houses on the Riverside Development in Norwich after a limited competition. Higgs Young Architects obtained planning permission for Wilcon Homes in July 2000. 3-4 storey flats and terrace houses are grouped around courtyards, and a new street with 4-5 storey flats fronts the River Wensum. A central open space is created with retail and office use to create a pedestrian heart to the scheme. Higgs Young Architects provided working drawings for Wilcon Homes under construction management contract procurement for Phase 1 construction of 32 flats  completed in May 2001.

The layout maximises the number of units along the River Wensum to take advantage of the setting and reinforce the riverside walk. Inland, town houses and public and private courtyards link the buildings to their surroundings.
